The Richland County Youth and Family Regional Council of Governments was officially established
October 2, 1990 by the following agreement:
"Pursuant to the provisions of Chapter 167, Ohio Revised Code, the Boards of the public units named in Article I hereby agree to the formation of a Youth and Family Regional Council of Governments for the purpose of providing assistance to the residents of Richland County concerning social problems affecting children and families. Each of the Boards named in Article I will designate one (1) representative for all purposes of the Council of Governments."

2. The Richland County Board of Education
3. The Richland County Children Services Board
4. The Mansfield/Richland County Board of Health
5. The Richland County Board of Mental Health and Recovery Services
6. The Richland County Board of Mental Retardation/Developmental Disabilities"
Vision
Richland County is a supportive community where children and families achieve their fullest potential, build upon their strengths and fulfill their rights, responsibilities and needs.
Purpose
The purpose of the Richland County Council of Governments is to provide leadership to assure an effective system of collaborative, coordinated and efficient community services which assist each family and child to meet their individual needs and responsibilities.
